Theorien und Reformideen entstanden sind. Bei der Betrachtung der historischen Ausgangssituation
im beginnenden 19. Jahrhundert wird der Schwerpunkt auf die Entwicklungen
in den Jahren bis 1809 / 1810 gelegt. In den Jahren 1809 bis 1810 conflict Wilhelm von Humboldt
für sixteen Monate als Geheimer Staatsrat und Direktor der Sektion für Kultus und öffentlichen
Unterricht im Ministerium des Inneren für die Bildungspolitik (Bildungsreform) Preußens zuständig.
